Location: Boston, MA (Remote)
Duration: 12 Months (possible conversion)
Work week: 35 hours

Job Descripton:

  • The Department of Innovation and Technology (DoIT) is looking for an experienced, collaborative application developer to join our Enterprise resource planning (ERP) PeopleSoft Human Capital Management (HCM 9.2) and PeopleSoft Financials and Supply Chain Management (FSCM 9.2) team.
  • As a member of a highly-collaborative group managing the City's ERP technology solutions, the applications developer provides development expertise as we manage and expand our system solution.
  • The application developer works closely with other development and technical staff, functional staff, project managers, and external partners across City government.
  • This developer should have a background that focuses on, or at least substantially covers, PeopleSoft security.
  • This position provides technical recommendations and complete complex tasks as we develop and expand our ERP systems.
  • The system is currently going through a significant upgrade, enabling us to transform the way employees interact with their personnel information.
  • We are looking for an innovative individual who can drive fixes and enhancements that provide users with an experience that is welcoming and user friendly.
  • Responsible for the translation and construction of complex security problems into sound technical solutions; provide technical, security and architectural direction to technology/business teams; ensure that development efforts are adhering to security, design, and compliance standards/requirements; provide insight and guidance on overall secure system design; responsible for secure infrastructure and application architectures; document and communicate security architectural requirements.

Responsibilities:

  • Under the direction of the DoIT leadership, the Developer is responsible for the following key activities:
  • Provides complex, non-routine development, analytical and technical support for the ERP applications (Oracle/PeopleSoft) to enable and enhance the City's administrative operations.
  • Works closely with system functional staff and key business stakeholders to define scope and write and update technical specifications for system updates, fixes, and enhancements, including providing and evaluating alternative options where appropriate.
  • Troubleshoot operationalandapplication issues, recommends solutions and implement appropriate solutions following our SDLC process according to the City's Change Management process and approvals.
  • Completes technical specifications thoroughly and timely.
  • Manages ongoing release schedule using PUM, yearly tax updates, and year-end processes.
  • Follows the controls and life cycle processes in place (requirements gathering, analysis, technical design and testing.
  • Documents and tracks throughout the lifecycle. Participates in the selection and planning of peoplesoft selective adoption processes.
  • Fosters open and clear communication and strong partnerships with the business to fully understand their processes, Client needs and translate requirements of functional and technical specifications to ensure customer satisfaction throughout the delivery process.
  • Uses development tools, such as PeopleCode, Application Engine, and SQR to develop and maintain application programs.
  • Reviews programming code to ensure technical efficiency and compliance with accepted development and documentation standards.
  • Fix and enhance bolt on applications, such as GT eForms, mobile-friendly services, applicant tracking platforms, address verification platform, and more.
  • Participates in on-call processes to support the system after hours
  • Ensures environment security and integrity
  • Ability to manage work independently and handle multiple tasks with overlapping deadlines.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Bachelor's degree in Computer Science, Information Systems or other related fields or equivalent related experience preferred.
  • At least 5 years of experience as a PeopleSoft developer/analyst, production support in a large scale ERP application including experience with an relational database environment.
  • Working knowledge of PeopleSoft HCM 9.2 and FSCM 9.2 applications and PeopleTools.
  • Knowledge/Experience in PeopleSoft Security Administration, including User Profiles and Preferences, Static and Dynamic Roles, Functional and Primary Permission Lists, Query and Department Trees, Row Level Security, as well as Process Profiles and Definition Security.
  • Knowledge/Experience in PeopleCode, Application Engine, Component Interface.
  • Knowledge and use of SQL and SQR reporting.
  • Knowledge of BI Publisher, nVision and PS Query.
  • Knowledge of COBOL, and PUM desirable.
  • Knowledge of PeopleSoft Fluid, Work Centers and Activity Guides.
  • Knowledge of GT eForms and InFlight, and other peoplesoft bolt-on applications
  • Knowledge of web service technologies such as Integration Broker, REST and SOAP.
  • Knowledge of scheduling software (such asPeopleSoft Process Scheduler) and Phire (Change Management tool).
  • Experience with Payroll and an understanding of how it integrates with other HCM modules, as well as PeopleTools version 8.53 or above is strongly desirable.
  • Strong software development methodology and architecture experience is desirable.
  • Demonstrated track record implementing and successfully managing application design, analysis, development and integration related to PeopleSoft modules (HCM, Payroll, FSCM) strongly desired.
  • Demonstrated detail, action, results oriented approach, and mature judgment in managing technical areas.
  • Knowledge of client's regulatory requirements in the area of employer/employee relationships is desirable.
  • Knowledge of the client's Human Resources/Payroll policies and practices is desirable.
  • Strong written and oral communication skills and have demonstrated an ability to work effectively in a team environment.
  • Ability to manage work independently and handle multiple tasks with overlapping deadlines.
  • Ability to exercise good judgment and focus on detail as required by the job.
