Texas Health and Human Services Commission requires the services of 1 Network Administrator 3, hereafter referred to as Candidate(s), who meets the general qualifications of Network Administrator 3, Networking/Telecommunications and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered works made for hire and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
The Worker is part of a new capital department for Consolidated Application Control Environment (CACE) Compliance for the CAPPS Human Capital Management (HCM) department. This position will perform network administrator duties that include analysis of current system with CACE compliance requirements to develop requirements and design for required system modifications. Assist in preparing implementation plans for PeopleTools and PeopleSoft image upgrades. Will also work with technical teams to coordinate UAT, code releases, and user communication as necessary. Must have experience working in an Agile environment. Some on-call support may be required depending on project phase.
Will lead efforts to upgrade PeopleSoft 9.2 to a new image and upgrade PeopleTools to new version. Will perform complete installation of PeopleSoft and People tools at all tiers in the PeopleSoft Internet Architecture (PIA) including build, configuration, administering and troubleshooting PeopleSoft application systems. Troubleshooting tasks in PIA include Oracle Database, Process Scheduler, Application Server and Web Server on both Unix and Windows. Analyzes issues with Elasticsearch, Integration Broker, BI Publisher, Application Engine, SQRs, and PeopleCode. Will Debug and optimize SQL statements in Oracle Database. Maintains the network's physical and logical structures, including network connections. Maintains network support software, analyzes user support statistics, and recommends appropriate measures. Installs, tests, and maintains network hardware and software. Prepares and analyzes statistics on network utilization and availability.
Assists in maintaining the network's physical and logical structures and in installing and testing hardware and software. Assists in performance tuning and capacity planning activities to enhance the performance of the network resources and in maintaining network support software. Assists in or conducts product evaluations of upgraded or new hardware and software and identifies strengths, weaknesses, and potential benefits to the agency. Assists in maintaining the operating system and security software utilized on the network, including the addition of new users to the network and establishment of rights and privileges. Experience in local or wide area network work. Knowledge of network facilities and data processing techniques; of personal computer hardware and software; of network operating system and security software; and of performance monitoring and capacity management tools.

The primary work location(s) will be at William B Travis State Office Building, 1701 E. 17th Street, Austin, Texas 78717. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
TERM OF SERVICE (Required) Services expected to start on or around October 11, 2021 and are expected to be completed by August 31, 2023. Estimated worker hours shall not exceed 1,848 hours in FY2022 or 2,016 hours in FY2023. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. WORK HOURS AND LOCATION (Required) A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.
B) The primary work location will be at the William B Travis State Office Building, 1701 E. 17th Street, Austin, Texas 78717.
C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.
D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.
E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
