Dependent eligibility verification tracking

We are currently on Version 8.9. We are interested in seeing how other company's handle dependent eligibility verification tracking for their new employees.
We currently have a very manual process - we added a customized 'Eligibility indicator' field on the dependent screen to track when we receive eligible dependent documentation and this field is checked when the documentation is received.
Then we have a report that generates to show us which new hires are enrolling dependents but do not have this elig. indicator checked on.
Then our customer service area sends out e-mails to the employee requesting the documentation. Once we receive the documentation the dependent's check box is clicked on.
If we don't receive a response from the employee we send out additional e-mails.
We are looking for any help to make this process easier or possibly automate the process somehow. PeopleSoft informed me that in Version 9.0 they introduce a Certification process that we can create and employees can complete before enrollment to qualify dependents.
